Sadhu! I, lord of compassion, didn't know that donating Robes for Ven. members of the Sangha is possible starting from the 24. on

Robes can be given all the time, but only in special cases they can be used specially or freely by the Sangha or paticular members.

Kaṭhina-Robes, need to be prepeared and sewn till the next morning by the community.

Possible less know about the Kaṭhina-privileges. Normaly a Bhikkhu is not given to receive robes for personal use, aside when got lost or destroyed.

As a "bonus" for those Bhikkhus who spended the Vassa prper, there are 5 main Kaṭhina-privileges for those Bhikkhus:

[1] Anāmantacāra
A Bhikkhu may visit families without addressing and informing another present Bhikkhu. (nomal not allowed)

[2] Asamadānacāra
One may leave for a journey without taking all three robs with him.

[3] Gaṇabhojana
For a certain time one is allowed to take the meal together with the other. (normally only on special occations allowed and usually Bhikkhus eat allone)

[4] Yāvadattha-cīvara
Using Robes without amount and time-restrictions, without having declared them (adhiṭṭhāna), without having been given (vikappana).

[5] Yo ca tattha cīvarruppādo, so nesaŋ bhavissati:
Every Robe/garment, which is offered to a certain community, belongs to the inhabitants (Bhikkhus)."

Cloth-month (cīvaramāsa) is the name of the last month of the rain (vassānassa pacchimo māso).
Robe-garment, which is given in this month, while the "-privileges have not been given (without Vinaya-procedure), can be stored without having declared or been given.

Background-stories to the Pavāraṇā-day and Kaṭhina can be found in the Mahavagga in Detail:

IV. Pavāraṇākkhandhako: The Invitation Khandhaka (http://zugangzureinsicht.org/html/tipitaka/vin/mv/index_en.html#mv04)

VIII. Cīvarakkhandhako: The Robe-cloth Khandhaka (http://zugangzureinsicht.org/html/tipitaka/vin/mv/index_en.html#mv08)

VII. Kaṭhinakkhandhako: The Kaṭhina Khandhaka (http://zugangzureinsicht.org/html/tipitaka/vin/mv/index_en.html#mv07)

In Khmer found in book 006 till book 008.

More details on Kaṭhina (http://zugangzureinsicht.org/html/lib/authors/thanissaro/bmc2/bmc2.ch17_en.html) an the Robe-month (http://zugangzureinsicht.org/html/lib/authors/thanissaro/bmc2/bmc2.ch11_en.html), investigated also with commenaries on the complicate robes and privilege matters, in BMC.

However, maybe importand for the donor to know is, that donations, even if given to an individual, but not clearly declared for a certain person, are in the ownership of the whole community, incl. other gifts coming along.

(btw. also a great danger for monks, possible not very into that matter, since could cause even real heavy failures.)
