Where I live it was issued a decree to temporaly close all non-essential commercial establishments and work at home (if possible). The government and the press is frequently asking the people to avoid to go out as much as possible. In the streets is uncommon to see someone wearing mask though.

In Germany it is similar, until April 20, I heard.
In Cambodia, there is no official decree yet. People are cautioned to be hygienic, wear masks etc. A car with loudspeakers shouting messages of that sort has been driving through the village here in recent days. But today I have not heard it anymore.
The new "state of emergency" law has not yet been passed. As far as I heard, it will only give more possibilities and powers to government to take some emergency measures, like imposing curfews. But not sure when and if anything of it will be implemented at all. Possibly just a convenient "power grab" to pass such a new law, to use it any time later.
Soon is Khmer New Year. As Bhante Johann said, probably not a time to impose serious restrictions.
