Palibodha, obstacles (in regard of the practice. Obstacles for Sekhas (those in training) are things like building, looking for making robes, learning, teaching... because making one not only busy in things not really importand, but carry also the danger of getting attached and lift those things higher as one's duties on the path.
Are those obstacles still a matter for an Arahat?
No. As the task is done already, what for others may be even heavy obstacles and dangers, they aren't for those complete the task.
As samples are always usefull: In the Vibanga of the Vinaya, for example, are stories of a young Samanera who reached the highest goal. Thought of what might be proper to do now and having the merits of gaining the requisites easy, he thought to serve the Bhikkhu Sangha, organice robes, dwellings... As some foolish monks misused him for gains, some rules took place around the life and ways of the Arahat.
To draw a small message out of this here, as it's usual that people think that if monks are busy in other things the dwelling in meditation, one could easy misscharge monks, not only in ways to think that 'busy' monks (heedless dwelling) could not be Noble Ones (as Right view is the measure), but easy gravely oversee an Arahat.
