Not sure if such ideas exist in action, but what about loans for tree planting, maintaining. Large or small.
There might be those having means and willing to give into woods and forests. What about giving one a loan for certain amount of trees, planting, maintaining and the loan would only to be paied back in case where one cuts the trees (credit rate oriented on market value). In cases he cuts and does not repay, the land would be owned by the loan giver.
That would at least those actually not so capable to manage their land, poor, encourage to keep and prevent forests.
One could try such with making a contract with his neighbor who still might possess a land with forest or had it deforestrated.
Sure, like all markets, they are all open for speculative missuse.
It's like paying somebody to work for meritorious undertaking or to pay for an area to be left in 'peace' for forest dweller shadow and air to breath.
Side-effect could be that those desire for peace and non-use might more and more become owner of the land.
