One can not progress without debts of goodness upwardly and beyond. It's very binding, although, and one who misuses goodness, even purified and holy, for gains in the world, has no moral, no metta, does not strive for higher but cheats, "weakness" will be no excuse, and come into "devils kitchen" step by step, using goodness destinated for heavens for the world, or even goodness destinated toward the path of liberation.
There is no future, no happiness, no peace to be expected form thieves of the good ways, holy and the Gems, and even if done for the "poor" such evil deeds of misuse of goodness, is what makes not only "monastery boys" and "social slaves" but also harmful working camps and concentration camps by force, because of exactly this corruption of sacrificing that dedicated toward the virtouse and pure aspired, toward the poor with out moral, not to speak of those without moral yet when rich.
It's because of this, that the old never touched anything in the area of Vattas, never even had ideas to occupy anything of what has been given toward the Gems or any of their gross or refined heritage.
Once people start to pull it out for common-wealth, put it under common heritage, or use the Gems for such banal as tourism and trade, then they already have come into Maras kitchen, and aren't to be helped when not quick pushing the break on fatal wrong road.
Dhamma isn't a fiction story of Jesus and Santa Clause or an epic of Gods rescuing fools and evil ones. That's exactly Mara who call in for his food into his kitchen, catching what ever fish, even dolphins and wales, if still caught in the net of wrong views.
It's not out of reason, not out of cause, that what ever sacrificed for worldly aims, even if declared monastry, later will be just another stall from gains.
