Title: [ati.eu] Anchor links and link rendering issues

It seems like the rendering of the Anchorlinks do not work proper for other scripts then latin.

For example http://accesstoinsight.eu/km/lib/authors/index#វជិរប្បញ្ញោ (http://accesstoinsight.eu/km/lib/authors/index#វជិរប្បញ្ញោ)

It also appears that No. before an anchor are replaced, but this seems to be rendered well for the link and targed. Atma remember that the rendering of the mode how the links are rendered was once modified to solve an issue, still have to search for it. How ever, this was in regard of the header-anchors. Maybe, since other anchors aren't modified when html is build up, the anchor here doesn't fit to a modified link.

Atma thinks it was change while testing the hidden-header-plugin:

Normally it's no problem to mix / and : as separator in links, which seems to be different for media link: the first would be made to ".../media" which leads to a page (of wish does of course not exist):

Not sure if it might be caused because other special characters are included.
